In 2006 the Hispanic Institute for Blindness Prevention (HIBP) started as a volunteer VDS at the Consular Section of the Embassy of Mexico in Washington, DC and in 2007 the relationship was formalized by a memorandum of understanding.
The VDS has a permanent location inside the Consular Section of the Embassy of Mexico in Washington, DC and collaborates in many of the Consular events in the area of Washington, DC, Virginia, and Maryland.
